Wireless: Radio Communications- STARCOM21

BCCS provides radio communication services via an inter-agency agreement between Central Management Services and the Illinois State Police (ISP). The ISP Multi- Agency Communications Services Section (MACSS group) in conjunction with BCCS help coordinate and administer the procurement, installation, maintenance, retention, billing and operation of radio communications equipment and services for agencies, offices, commissions, boards, institutions, and bodies politic and corporate of the state except the General Assembly. All non-State entities must work with the State's radio network provider, Motorola Inc., directly for service inquiries and considerations. The STARCOM21 network is the State's primary 2-way radio communications network.

STARCOM21 was envisioned and commissioned by the State of Illinois as a groundbreaking public/private partnership with Motorola Inc. The intent was to build a statewide, 700/800 MHz, Project 25 compliant, digital, trunked voice radio network that was open to all public safety and public service agencies in Illinois that would enable seamless interoperable communications among State, local and federal government users. The goal was to take advantage of shared system economies of scale on a network that has a public safety grade of service. The STARCOM21 network primarily focuses on the day-to-day 2-way radio communication needs of its subscribers but also enables an enhanced response to disaster and emergency situations and allows the State to effectively address homeland security concerns.

The STARCOM21 network is owned and operated by Motorola Inc. The network currently serves over 14,000 subscribers from various State, local and federal government and non-governmental entities (see current subscriber list [DOC, 15KB]). The subscriber base as well as the network continues to expand.

STARCOM21 also figures prominently in the Statewide Communications Interoperability Plan (SCIP) which identifies a statewide strategy in Illinois that focuses on establishing a single platform so all public safety agencies can share emergency information. The development of the SCIP was a cooperative effort by a consortium of federal, state, and local public safety practitioners working through the Illinois Terrorism Task Force's Communications Committee and the Statewide Interoperability Executive Committee. Service Order Information

For State Entities:

To become a STARCOM21 subscriber or to make changes to your existing service please contact Dan Meseke, STARCOM21 System Administrator (217-557-1294, Dan_Meseke@isp.state.il.us) to discuss your agency requirements. A BCCS Telecommunication Service Request (TSR) is not required for service initiation or change. Once the agency decides to move forward with their request a Motorola engineering study will be done to ensure the system has adequate capacity and that grade of service (GOS) will not be adversely affected. The State will review the results of the study and if acceptable will recommend approval to the STARCOM21 oversight committee. Upon approval the agency will work with Tom Bowen (MACSS group, 217-524-1056, Tommie_Bowen@isp.state.il.us ) to purchase equipment through the Illinois Government Procurement System (IGPS). State agencies should not order equipment from the local Motorola service shops. To purchase monthly service or training services from Motorola the State agency must follow their agency's Procurement Business Case (PBC) and Basic Ordering Agreement STARCOM21 BOA and Instructions process. The agency is responsible for all fees and costs associated with monthly service (per radio) and training as well as maintenance after the initial manufacturer supplied warranty expires. For Non-State Entities:

To become a STARCOM21 user or to make changes to your existing service you should contact Motorola representative Mike Greenaway (Mike.Greenaway@Motorola.com, 847-576-6576). Motorola will request information to ensure that the requesting entity meets the system requirements. An engineering study will then be done to ensure the system has adequate capacity and that grade of service (GOS) will not be adversely affected. Motorola will provide the results of the study and a recommendation to the State for review. If acceptable by the State a recommendation will be made to the STARCOM21 oversight committee for approval. Once approval is received the non-State entity will order their equipment through Motorola. The non-State entity is responsible for all fees and costs associated with monthly service (per radio) and training as well as maintenance after the initial manufacturer supplied warranty expires. The State's STARCOM21 contract (CMCT200028) incorporates Motorola's entire STARCOM21 product offering at a discount of 25% for STARCOM21 subscribers.
